    If the form responders are outside of your organisation then Forms has no way of knowing who they are or what there email address is. So the responder will have to enter their address in a visible field. There's no way round that.

    On its own Forms can't do this, but by using Flow you can already do this. You would have text questions in the form for an email address (or multiple ones separated by a semi-colon) and Flow can grab the address(es) from the form and send the email to those addresses.

    You can already do this: go to Settings and if you have "only people in my organisation can respond" then there is the checkbox to limit the responses to 1 per person.

    If you have your form set to anyone with a link can respond then you won't have the option to limit it to 1 response per person because there would be no way for Forms to check this.

    This can already be done quite easily. When you've created your form click on the Share in the top right and copy the first url to notepad, notepad++, Word or whatever text editor you've got to hand. Then in the trigger in Flow paste just the characters AFTER the id= as a custom value.

    So if for example your form response url is..
    https://forms.office.com/Pages/ResponsePage.aspx?id=g63aHu-yPUiB8SxIaC9A7B4fqWJxhk9EprbnRFYHGoVUME41R1FRMURSREpJNUpVQVlMRDY1SDdTNSQlQCN0PWcu

    ..you paste the following in as a custom value both in the "When a new response is submitted" AND in the "Get response details" action.

    Then you carry on with the Flow as normal.

    This can already be built very easily for those who have/use Flow. We use it all the time for our surveys in Forms as the Flow email allows us to add the company logo and other information into the email to the respondent together with the questions and their responses.
