    Allow anonymous responses to be editable:
    Generate a UUID for each response and share it with the user once the response is submitted.
    Make this behave like an "anonymous external user", which is like a one-time expendable UserPrincipalName External/Guest users, but that BYPASSES ALL ACCOUNT CREATION SHENANIGANS when a user submits a form response.

    This expendable/one-time Guest User would be able to submit file responses, and would have file responses editable via that link. The UUID would be the only way of accessing that response as the original submitter. That Guest User could also be marked differently from other actual Guest users, and that account be flushed/deleted automatically after a certain amount of time.

    When it comes to SharePoint global settings, there is a slider for maximum sharing permission level that may restrict anonymous sharing. There should be an additional setting to allow for this kind of special permission to be created for Forms, even if ordinarily anonymous links would not be allowed per company policy.
