Allow users to set the email address that emailed notifications of each response are sent, so that a shared email box can be used rather than an individual that may be out of the office or on annual leave.
Agreed. Plus with forms created as part of a team, the entire team receives the responses if you enable email notifications for that group. If not, the go nowhere.
Should be able to specify specific emails. comma or semicolon separated.

Yes - we use email to case with SFDC so I would love to use forms to make that happen - I can't use my own email address because I need the responses to go to a specific email address.

There needs to be provision for manually setting the email address/addresses. And the provision to transfer ownership to an individual. Typical half developed Microsoft non-solution.
In an enterprise environment, how do you expect the use of Forms to scale if responses can only be sent to the person who creates the form?

In the same line of idea it would be good if we can sync up to Outlook calendar if the theme calls for a follow up meeting to review the results from the survey with the respondents.
