In the "Who can fill out this form?" option in the Settings, there is a checkbox you can select to limit one response per person. If tick, the user can only submit one response. If not tick, the user can submit multiple responses.
I think there's a need to create an option to allow respondents to edit their responses, whether the "one response per person" is use or not.
