Students responses don't always save.
When a student quiz takes longer than 1 period, the work does not save for every student. It usually saves for most of the class, but for a few students, all of their previous responses will have been deleted. Has anyone else had this issue?

Yes, this happens to a few students who take longer on quizzes. It says you've timed out and need to refresh, but if you refresh all answers are gone. Normally this will be in EL student who needs longer to work out their paragraph responses at the end of a quiz and then they have to start all over. Very annoying, please fix.
Yes this has happened for us too in a class situation.

I have the same issue many times on separate occasions. It happened when the batch is aroung 10-15 participants and the assessment is around 1 hour. Some of them encountered error where the data is not captured. There is a pop-up in Chrome if you want to stay or refresh the page. if you click on stay, and resubmit the assessment it actually retained the data. But this bug is too confusing to most people and it frightens the students that their answers will not be saved and that they have to do the assessment all over again.

Not sure if the bug I frequently get with my students is the same than yours. But mine, is about sending the form. Most of time, when students send their forms after a certain amount of times, I did not test it, but let's say something like 1 hour, the "waiting" cursor icon keeps turning and turning... the easiest trick I found is to duplicate the tab in the internet navigator and hit the send button in the new tab. All the answers are normally transferred correctly as all the answers seems to be automatically saved on the Microsoft servers following each input change.
This said, there is a big downside to duplicate the tab. You will lost the "filling time" the results will show something like a couple second for those who have duplicate the tab before sending... PROBABLY a BUG!
