Print the Form (not only results, just the empty form)
The empty form in Forms would be possible to print or export as an PDF.

It is highly unfortunate that this essential feature has no movement on it. I guess I will just have to use a competitors product.

I like how MS has not even responded to this.
The MS way: "Oh... you want this feature? Add it to our user voice, so we can ignore you"
Here's what I did to get round this limitation; hopefully it will be useful for you:
1. Download/Save the web page that is displaying the MS Forms.
2. Open the resultant html file in MS Word (no doubt other word editors can be used)
3. Delete any header inffo that you don't want.
4. Print document to a pdf, which will create the (hopefully!) required pdf.

We need the capability for users to be able to discuss/review questions and responses prior to submission. The easiest way to accomplish this would be to allow the user to print a blank form and discuss in advance of submitting. We'd also like submitters to be able to print a copy of their OWN responses prior to submission, so they can collaborate/change responses prior to submission. I guess I don't understand why this is hard...
Excited to see some movement in this only to see that nothing has changed. We do forms several times throughout the year for various events and membership pieces.. extremely disappointed to see that I could not print blank paper copies as we get the best response from handing out hard copies. This is an extremely simple request, I am unsure why they refuse to move forward with it. We will have to look for other options among competitors.

In MS Edge it only allows for page 1 to be printed, regardless of pdf format or actually printing it out. The post below about pasting the share link into Chrome Incognito window worked though, which is a great workaround.
I agree with MJ's posting. I got really excited myself when I saw the notice. I thought perhaps this had been accomplished/done. Sadly it has not yet. I don't understand why it is taking so long for this to become a reality. It is do desperately needed by teachers and other users. Based on the votes, it is obviously a priority for so many users. I sincerely hope this feature will be added within the next couple of weeks.
I was excited at first when I saw the notice, but after continuing to read I’m disappointed that after 3 years and almost 3,0000 votes the only accomplishment has been to merge this thread. . .
Please figure out how to allow the printing of a blank (questions only) copy.
Not everyone has access to technology, and some learners NEED a paper version.

Please do enable this ASAP. Otherwise will need to go back to other products. A PDF is the easiest way.
This would create so many new uses for forms.
Open your form, copy the "share with anyone" link in upper right corner, and paste into a Google Chrome "incognito" window browser works OK. A longer form (mine was 20 pages) will not format to the page perfectly. If you open on a MAC you will have a few more printing options. Ridiculous that MS has not solved this. I work in a school system and am required to archive everything. Interesting that Google Forms can EASILY be printed or saved as PDF. Based on HOW MANY posts there are about the exact same issue, I'm not convinced MS actually monitors or takes this forum seriously. ADD THE PRINT BUTTON.

I work with incarcerated men and women. While we can use Forms with staff on the outside, I'd love to offer our surveys to those participants in our program in prison. Any capability here? Seems a big limitation. Thanks.

This is bonkers that you can't do this - I want to create / design my form/survey and then print if off for checking and socialising with stakeholders. Maybe it is an age thing, but I like paper for review.
It's ridiculous that this basic functionality isn't available!
I scrolled through the ideas submitted and found an additional 1000 votes for this functionality (and I only got to page 6 of the ideas).
